Wedding Dress Decisions ? 32022th Edition

(Much better than Wedding Dress Nightmares)

From the very beginning, I had a dress preference from the six I originally liked. But first let?s look at the ones I didn?t choose.

Wedding Dress Decisions : wedding greenville wedding dress Bettina Bettina

Image via J. CREW

The Bettina was beautiful, but not exactly what I was looking for in a wedding dress, mainly because I couldn?t see myself walking down the aisle with any jewelry or a veil with it. The neckline doesn?t lend itself to a necklace, and I feel like in a veil I would just be completely covered from toe to forehead. So for me, that one was out.

Mr. Lemur was actually the one to veto the Sararose and Sinclair dresses, which was fine with me! I was glad he had input, and neither of these dresses really stood out to me.

I also should note that I?m not the typical ?look for the dress and cry when you find it? bride. In some ways I wish I were! It seems so romantic and classic. But I have yet to feel that at all in my planning process, and I don?t know if I will.

I guess in the end it just came down to availability, price, and what I could actually see myself wearing on my wedding day. I went to a local J. CREW store (not a J. CREW bridal store, the nearest one is Atlanta) and tried on a few dresses to size myself. I?m consistently the same J. CREW size, so I felt fairly safe ordering online without trying on the actual dress.

Wedding Dress Decisions : wedding greenville wedding dress Sophia Sophia

So here we go. The J. CREW Sophia. My number one choice from the beginning for several reasons?the simplicity of the dress, the way it fits with my style, and being able to feel comfortable and like myself on my wedding day. I also like that I can make this dress my own! I haven?t decided how yet. I?m considering a chunky necklace for the reception, maybe fancy drop earrings, a sash, flowers in my hair/on the sash, or really anything that I want. Because of the simplicity of the dress, I can do whatever I want with my accessories!

A few things?as of my purchase, the Sophia was no longer sold on the J. CREW website (I think it may be back now). Which is fine, since I knew I would be able to find the dress cheaper elsewhere anyway! I found it on RecycledBride?not my size. Again, here it is on PreOwnedWeddingDresses?this one is my size, but sold, obviously. These are just a few of the sites I checked! There are plenty of places to buy gently used or even new with tags wedding dresses that aren?t full price.

These pictures and dresses are also all showing the dress in silk tricotine. J. CREW originally made the dress in both silk chiffon and silk tricotine. After looking at pictures of both online, I decided I wanted the dress in silk chiffon. It seems like most women buy silk tricotine, but since I was looking to have a casual ceremony and reception, I felt like silk chiffon would be a better fit.

I did eventually find the dress online and buy it?yes, without ever trying it on! It came a few days later and fit perfectly! It does need alterations in length, but I haven?t decided what I?m wearing for shoes yet. I bought for my current size, not a size down, but that was right before the holidays so I probably should try it on again just to be sure?

I keep looking for pictures of brides wearing this dress but there aren?t very many out there in my style and size. I took a few horrible pictures of myself the first time I tried it on, but you?re going to have to wait until I can take some slightly less embarrassing shots! And since this post is long enough already, we?ll talk about the details of my dress the next time around.

Did you wear a J. Crew dress on your wedding day? Are you considering buying a pre-owned dress?

Leader track needs to be transparent - Business Management Daily

leadership developmentIf your organization has a leadership development program, there?s no reason to keep it shrouded in mystery. Explain how the program works, why it works and what makes it successful.

This may sound obvious. But a re??cent American Management Association survey of almost 200 corporate executives found that more than four-fifths of re??spondents said their company was not very transparent in disclosing criteria for selecting who gets chosen for leadership development.

A lack of transparency about the program?s structure and selection process can stoke confusion and jealousy among would-be participants. ?

By educating your staff about the program?s goals, parameters and methodology, you help them understand its purpose. They can also assess for themselves whether they want to expend the effort to become eligible for admission into the program.

If you don?t open up, talented managers might feel left out or unclear about their odds of earning a place in the program. They might even quit and bolt to another employer that does a better job of cultivating its future leaders.

Secrecy also begets rumors. Keeping your selection criteria confidential can expose you to accusations that you?re picking candidates based on internal politics rather than merit.

If employees feel you make no effort to showcase a fair, equitable selection process, then morale can suffer across the board.

You want anyone who does not get chosen to understand how to qualify next year. This can become a key motivator.

Project Shield's origins and rapid prototyping detailed by NVIDIA

Project Sheild origins detailed 'NVIDIA had everything it needed to build a new kind of gaming device all along'

We got our first look at Project Shield -- the NVIDIA-built gaming handheld -- during CES 2013, where the company surprised everyone with the previously unheard of device. It's essentially the marriage of an Xbox 360-style GamePad to a 5-inch screen, all powered by NVIDIA's brand new Tegra 4 mobile CPU. But the device's origins aren't quite as glamorous as its form, even in prototype stage. "The first prototype, assembled in early 2012, was little more than a game controller fastened to a smartphone with wood," reads NVIDIA's boldly worded blog post detailing the history of Project Shield. That initial prototype saw heavy iteration across 2012, eventually culminating in the device unveiled last month.

However, just 10 days prior, the device was still locked away in NVIDIA's Silicon Valley development offices, shrouded in secrecy. Even the models we eventually tried out were what NVIDIA reps repeatedly referred to as, "a project, not a product." To take the device from prototype to production, NVIDIA's modeling assembly on work its lead engineers did by hand just before CES. "Over the holiday break, NVIDIA's engineers took over a small piece of floor space at a Silicon Valley contract manufacturer to assemble the units that would be shown off at CES," the piece says. Of course, NVIDIA's engineers won't be hand-building the "tens of thousands more units" that arrive later this year -- a team of "quick-turn manufacturing specialists" at NVIDIA is handling that. We assume the former group will be catching up on much needed sleep.

(AP) ? Police SWAT teams and hostage negotiators were locked in a standoff Wednesday with a gunman authorities say intercepted a school bus, killed the driver, snatched a kindergartener and retreated into a bunker at his home.

Neighbors described the gunman as a paranoid and combative man who once beat a dog to death with a lead pipe, threatened to shoot children for setting foot on his property and patrolled his yard at night with a flashlight and a shotgun.

The gunman, identified by neighbors as Jimmy Lee Dykes, a 65-year-old retired truck driver, was supposed to appear in court Wednesday to answer charges he shot at his neighbors in a dispute over a speed bump.

The standoff dragged on through the night and into the afternoon Wednesday after the gunman boarded a stopped school bus in the small town of Midland City on Tuesday afternoon, authorities said. Sheriff Wally Olsen said the man shot the driver when he refused to let a 6-year-old child off the bus. The gunman then took the boy away.

The bus driver, Charles Albert Poland, Jr., 66, was hailed by School Superintendent Donny Bynum as a hero who gave his life to protect 21 students.

About 50 vehicles from federal, state and local agencies were clustered Wednesday at the end of a dirt road near Dykes' home. Authorities gave no details on the standoff, and it was not immediately clear whether they had made contact with Dykes or he had made any demands.

Homes nearby were evacuated early in the morning after authorities found what was believed to be a bomb on his property.

County Coroner Woodrow Hilboldt said Dykes was believed to be holed up in an underground bunker of the sort used to take shelter from a tornado.

Mike and Patricia Smith, who live across the street from Dykes and whose two children were on the bus when the shooting happened, said their youngsters had a run-in with him about 10 months ago.

"My bulldogs got loose and went over there," Patricia Smith said. "The children went to get them. He threatened to shoot them if they came back."

"He's very paranoid," her husband said. "He goes around in his yard at night with a flashlight and shotgun."

"Everybody up the hill tried to avoid him," he said.

Patricia Smith said her children told her what happened on the bus: Two other children had just been dropped off and the Smith children were next. Dykes stepped onto the bus and grabbed the door so the driver couldn't close it. Dykes told the driver he wanted two boys, 6 to 8 years old, without saying why.

According to Smith, Dykes started to step into the aisle of the bus and the driver put his arm out to block him. Dykes fired four shots at Poland with a handgun, Smith said.

"He did give his life, saving children," Mike Smith said.

Patricia Smith said her daughter, a high school senior, began corralling the other children and headed for the back of the bus while Dykes and the driver were arguing. Later, Smith's son ran inside his house. "He said 'the crazy man' across the street shot the bus driver and Mr. Poland won't wake up," Patricia Smith said.

Patricia Smith ran over to the bus and saw the driver slumped over in his seat. Her daughter used another child's cellphone to call 911.

Court records showed Dykes had been scheduled to appear in court Wednesday morning to face a charge of menacing some neighbors as they drove by his house last month.

Claudia Davis said he yelled and fired shots at her, her son and her baby grandson over damage Dykes claimed their pickup truck did to a makeshift speed bump in the dirt road. No one was hurt.

"Before this happened I would see him at several places and he would just stare a hole through me," Davis said. "On Monday I saw him at a laundromat and he seen me when I was getting in my truck, and he just stared and stared and stared at me."

Online social networking at work can improve morale and reduce employee turnover

Jan. 29, 2013 ? By allowing employees to participate in a work-sponsored internal social networking site, a company can improve morale and reduce turnover, according to a Baylor University case study published in the European Journal of Information Systems.

The study, which looked at a financial institution's efforts to acclimate new employees into the organization, also found that participation led to a greater sense of well-being and organizational commitment and better employee engagement.

"For millennials, mixing their work life and their social life via an online social networking created positive emotions for the employees who use the system," said Hope Koch, Ph.D., Baylor University associate professor of information systems in the Hankamer School of Business and study co-author. "These emotions led to more social networking and ultimately helped the employees build personal resources like social capital and organizational learning."

SNSs can have a positive impact on IT employees and their workplace, especially when the new employees are relocating to unfamiliar areas and need to build a network, assume highly technical jobs and become integrated into a large organization where it may be difficult to know where to go for help, according to Koch.

The study centered on a financial institution's efforts to reduce IT employee turnover by starting a social and work-related online networking site. Under the supervision of executives, the IT new hires developed and managed the site's content. Since most new hires had moved hundreds of miles to start their new jobs with the institution, they initially used the social pages as an introduction to the community. After a year or so with the organization, the more senior new hires began using the system to acclimate and mentor incoming new hires.

All study respondents worked in the institution's IT department and included new hires, middle managers and executives. With less than three years of experience, most new hires and interns were men between 21 and 27 years old. The middle managers and executives were baby boomers or members of generation X.

The internal social networking site helped the new hires build social capital in several ways, according to Koch.

"It gave them access to people who could provide useful information and new perspectives and allowed them to meet more senior new hires and executives. These relationships set the new hires at ease during work meetings, helped them understand where to go for help and increased their commitment to the financial institution's mission," she said.

Ironically, middle managers, even though they wanted freedom from mentoring new hires, developed a negative attitude toward online social networking when they realized that the new hires had managed to accrue social capital and social experiences with senior executives that they had not had access to in their many years of work.

The SNS system also helped the new hires maintain relationships with one another, thus facilitating a network of acquaintances that can do small favors and help build emotionally close friendships. Finally, by allowing the new hires to access information on the SNS, meet other new hires and develop and maintain relationships with their peer group, the financial institution was able to shift some of the burden of acclimating the new hires away from middle managers and human resources.

Despite the good outcome of this institution's experience, the study data suggest that organizations should move cautiously when implementing SNSs, Koch said. "While the new hires enjoyed using the system, the middle managers experienced frustration, isolation and envy, and the senior executives were somewhat circumspect.

"Before beginning an internal social networking initiative, organizations should consider analyzing how the system may impact both its users and non-users, paying particular attention to potential isolation of non-users and the negative stigma associated with SNS in the workplace," Koch said.

Co-authors of the study were Dorothy Leidner, Ph.D., Ferguson Professor of Information Systems at Baylor; and Ester Gonzalez from Washington State University.

Protecting Against Data Recovery | MustReads.Info

Issue Definition

If your mobile computer, computer, memory stick or perhaps PDA is sold, stolen or lost, hackers and identity burglars can easily recover the particular files that you think were deleted. These files are not automatically erased from your personal computer despite the Recycle Bin becoming empty. When your laptop or computer saves a file, it writes data on a disk (or thumb drive) and takes note of the particular file location. Once you delete the file, it is transferred to the actual Recycle Bin. When you bare the Recycle Bin, laptop computer erases only the notice about the previous document location, but record content is left in one piece on the disk until some other file will be eventually written over it. The entire content associated with an erased file usually stays untouched anywhere from a short time to a few years. Cyber criminals can easily uncover and focus it using open public data recovery software.

Many computer users trust the particular Recycle Bin. When they unfilled it, they think their own files are completely taken off the computer. Some users, through individuals to international banks, have experienced the error of this common belief whenever their sensitive information was recovered through data thieves which had bought the existing hard drive and easily restored the ?deleted? files.

Most of the people would never throw a card into a public trash can, but they do something comparable with their computers. Any 2003 study found that about 35% of the hard disks on the used market contained easily accessible confidential information (see Garfinkel as well as Shelat).

Emptying the Recycle Bin does not actually get rid of a files articles from the disc. Every time a computer saves personal files it writes your data on a disc (or perhaps memory stick) and produces a note of the file?s location. When you put the document in the Recycle Bin and ?empty? it, the computer erases its note in the file?s location, freeing the disc space for your further use. The actual data is left undamaged on the disc right up until some other file is actually eventually written over it. On a large hard disk, it may be a long time before the area is used again, thus a lot of data can accumulate on it over the years.

A computer hard drive is like a selection with a lazy librarian. In the event the director tells the girl to remove certain books, she removes these from the library catalogue but leaves your books on the shelves. Because her Director just checks the catalog, he never detects the difference, but individuals with the patience to look through the shelves can understand the officially nonexistent publications.

There is a world industry for used computers and difficult drives. Discarded, contributed and stolen computers are shipped to be able to developing countries wherever they are stripped for reusable parts. Info thieves can at low costs buy large quantities regarding hard drives and examine these quickly. They use publicly available data recovery software that?s designed to help people retrieve mistakenly deleted files or relief data from harmed discs. Such application looks for old variants of the file magazines and scans your disc for file signatures. Unless new documents have been saved over the old ones, the data can be simply recovered. This is good if it was a crucial file that was unintentionally deleted, but it is undesirable if it is confidential data that could be used for fraudulence or blackmail.

Even documents that have been overwritten by simply new files might be read with a device called a magnetic drive microscope. Used by authorities, spies, and private protection consultants, these devices can detect the actual traces of past data in the small spaces between the particular person bits of the current info. The magnetic head that writes on the disc does not always align in exactly the same place, therefore small magnetized areas of the actual previously written information are visible with the edges of the fresh, like the blurred sides of a poorly imprinted color picture. Together with specialized equipment and also patience the original data can be reconstructed.

If you are selling or recycling a well used computer you could safeguard your confidential information by removing the hard disk drive and physically doing damage to it. This is the most dependable method, but it drastically reduces the value of the pc.

A better solution is to use Data recovery prevention software. Additionally it is a good idea to regularly thoroughly clean laptop hard cds and memory twigs that could be lost or even stolen.

Discs can not actually be erased. Every one of the bits can be composed as zeros, but traces of the records beneath will still be there. Cleaning a disc involves overwriting data on it several times, until absolutely no traces could be recovered. Usually alternating series of numbers are widely-used along with random numbers, instead of just zeros.

Recovery protection programs need to figure out which parts of the actual disc must be over-written and which components must be left on it?s own, so the program will not damage current files. Two common methods can be found. The first one, called low-level access, scans the dvd and examines everything it finds to determine if it is current or perhaps inactive. The second strategy, called high-level access, employs Windows? (or another operating human body?s) catalogue of files. High-level access has significantly less risk of damaging current files because it uses the same index since the computer itself.

The amount of overwrites are enough to make cleared data unrecoverable? Security should be balanced with pace, practicality with fear. Overwriting a large hard drive will take hours, depending on the disc?s size, its connection to your computer and the fragmentation of the document structure. On most from the hard drives made soon after 2000, 3 moves provides complete safety against ordinary recover file programs, and Your five passes is very good defense against magnetic discipline microscopes. One hundred percent security can be of course unobtainable, but each additional pass provides a little more. In 1996 Peter Gutmann of the College of Auckland calculated that will as many as 35 overwrites ended up needed to achieve a high level of security about older discs. However as discs have grown to be smaller and quicker, the surface area and depth used to keep each ?word? of data may be reduced, so there is less area in between bits for blurs involving previously written information. This means that modern hard disks need far fewer than 35 passes. US Department of Safeguard has published an ordinary of 7 passes, which can be more than enough for normal users.

Ultimately, every user can choose how many passes are appropriate in his case. Great data recovery protection software should give users the ability to customize the function and help them to make a correct choice.

Mexican church sparks debate on forgiving killers

(AP) ? An order of Roman Catholic priests in Mexico has produced a video urging relatives of drug cartel victims to adopt a Christ-like forgiveness by pardoning even the killers, hitting a sensitive nerve in a country that has suffered an estimated 70,000 estimated drug gang killings or more.

The 10-minute video entitled "Brother Narco," presented this week, tells the story of Miri, a 13-year-old girl who cowers in her bedroom as a gunman and his gang kill her parents one night. The killer in a black cowboy hat later bursts with his henchmen into the church where her parents' funeral is being held. The gunmen carry a funeral wreath for the couple, and the killer lays a hand on the coffin, and then turns to leave.

Miri walks up to him in the church and hugs him.

"My uncles and aunts told me .... that when I grow up, I have to do the same thing to your children," Miri says to him, speaking of revenge. Instead, she decides to forgive him, reasoning, "Maybe somebody did the same thing to your parents, or maybe they never hugged you."

The killer is shown returning the embrace, but it is unclear what he does next.

The scriptwriter of the short film, Pauline Father Omar Sotelo, said he won't reveal if the killer ever repents of his crime. Sotelo says his group is already in pre-production for the second of a planned 12 short features, filmed in high-definition video, which will be distributed on the Internet and on social networks.

Sotelo acknowledged that such a scene might be improbable in real life, but insisted that "as mystical and utopic as it may seem, this project comes out of real-life stories."

He told of one woman he met who decided to forgive her sons' killer.

"She said "I don't want to see anyone else's children killed. That is why I pardoned my son's killer'," Sotelo recalled.

Anti-crime crusader Isabel Miranda de Wallace had a different view: "I don't think people can forgive if they don't even know what happened to the victims, if justice hasn't been done."

Miranda de Wallace led a decade-long fight to bring to justice the gang that kidnapped and killed her son. But they haven't been sentenced yet, and they delayed so long in telling where they left her son's body that the lot was built over by the time authorities could search it.

She said even getting answers is hard in a country where drug gangs have routinely dissolved the bodies of their victims in chemicals or dumped them in unmarked mass graves.

"There are a lot of people who cannot even mourn, because we haven't found the bodies of our relatives, " she said, "so how are you going to go through the process of loss and reach forgiveness if you can't even get justice?"

To some extent, it is surprising how much tolerance victims' relatives have shown. In 2011, when victims banded together to form the Movement for Peace and Justice With Dignity, the relatives of dead drug gang suspects and the relatives of drug gang victims often marched and rallied side by side, to demand answers about their loved ones' fates.

Sotelo hardly thinks his production is the last word on the debate. But in a nation where tens of thousands of young men have been recruited to drug gangs, he said forgiveness is something the nation is going to have to deal with. The only other alternative would be to arrest or kill all of the gunmen, and ? apart from humanitarian concerns ? Mexican authorities haven't proven very capable at doing either.

"By attacking the criminals with guns, what we have done is taken violence and produced more violence," he said.

"What we have found is that these criminals have undergone a process of dehumanization," Sotelo said. "What we need to do is to reverse that process of dehumanization. How you re-humanize someone, is, well, by treating them as what they are, a human being."

Miranda de Wallace, too, acknowledged Mexico will one day face the task, but in a country where an estimated 98 percent of crimes go unprosecuted, said that day has not yet arrived.

"Without doubt, we will have to reach forgiveness," she said, "but I don't think we are at that stage yet in the national process."

FACT CHECK: The stretched case against Chuck Hagel

WASHINGTON (AP) ? Republican-leaning groups opposing President Barack Obama's choice of Chuck Hagel to head the Defense Department have let loose a barrage of claims about the former GOP senator.

They say he endorses automatic cuts to the defense budget, that he wants to decimate the nation's nuclear arsenal, that his membership on the board of a major company that had a Pentagon contract is a conflict of interest that he's ignoring.

A look at Hagel's record suggests many of the contentions are overblown.

In statements and attack ads, the groups have sought to undermine Hagel's nomination in the weeks leading up to his confirmation hearing on Thursday before the Senate Armed Services Committee. His opponents face a tough challenge as Democrats have begun to rally around the president's choice, and the party has the majority votes to confirm the former two-term Nebraska senator, barring surprises.

Here's a look at the validity of some of the criticism of Hagel.

___

THE CLAIM: "We live in a dangerous world. Iran, North Korea, even Russia. But Barack Obama's nominee for secretary of defense wants America to back down. An end to our nuclear program. Devastating defense cuts. A weaker country."? An ad being run by Americans for a Stronger Defense in the home states of five Democratic senators up for re-election next year ? Alaska's Mark Begich, Arkansas' Mark Pryor, Louisiana's Mary Landrieu, Colorado's Mark Udall and North Carolina's Kay Hagan.

THE FACTS: Hagel has not proposed ending the nuclear weapons program, though he has supported deep cuts.

Hagel was co-author of a May 2012 study by the advocacy group Global Zero that called for an 80 percent reduction of U.S. nuclear weapons and elimination of all nuclear-armed intercontinental ballistic missiles.

The group argued that with the Cold War over, the United States needs no more than 900 total nuclear weapons. Currently, the U.S. and Russia have about 5,000 each, either deployed or in reserve. Both countries are on track to reduce the deployed strategic warheads to 1,550 by 2018, the number set in the New START treaty that the Senate ratified in December 2010.

The study said: "These steps could be taken with Russia in unison through reciprocal presidential directives, negotiated in another round of bilateral arms reduction talks or implemented unilaterally." The report was by Hagel, former ambassadors Richard Burt and Thomas Pickering, retired Gen. James Cartwright, a former vice chairman of the Joint Chiefs of Staff, and retired Gen. John J. Sheehan.

An arsenal of 900 nuclear weapons would not be an "end" to the U.S. nuclear program, but Hagel and the organization did raise the possibility of unilateral reductions. In a statement Monday, Burt and others defended Hagel and dismissed suggestions that they were "unilateralists."

The group running this anti-Hagel ad was formed recently and offers little information about itself on its website. Board member Mauricio Claver-Carone also is director of the US Cuba Democracy Advocates in Washington and favors tighter restrictions on the Castro government.

___

THE CLAIM: "Opposition is growing even more due to his support for sequestration of the military: huge budget cuts that the Joints Chiefs have already warned the Senate Armed Forces Committee would result in a 'hollow force.'" ? A Jan. 22 statement from Move America Forward, a California-based group founded by conservatives in 2004 to show support for U.S. troops.

THE FACTS: The group offered no evidence Hagel supports sequestration, the budget mechanism that will mean automatic, across-the-board spending cuts March 1 if Congress does not act to avert them. The White House says he opposes the mechanism, which came into play after Hagel left the Senate.

To be sure, Hagel has spoken about cutting Pentagon spending. In a 2011 interview with the Financial Times, Hagel said, "the Defense Department, I think in many ways, has been bloated" and "has gotten everything it's wanted the last 10 years and more."

The base defense budget has nearly doubled over 10 years, to about $528 billion this year. That doesn't include the billions spent on the wars in Iraq and Afghanistan.

Obama and congressional Republicans agreed in August 2011 on a deficit-cutting plan that would cut $487 billion from projected defense spending over 10 years. Democrats and Republicans also voted for automatic cuts of $55 billion this year if a special congressional panel can't come up with a sweeping deficit-cutting plan.

Defense Secretary Leon Panetta has warned against the approach of across-the-board cuts, and Hagel has given no sign that he has a different view.

___

THE CLAIM: "Now Hagel sits on the board of Chevron, which receives hundreds of millions in Pentagon contracts. ... How can Chuck Hagel run the Pentagon with so many ethical questions about his own record?" ? Ad by the American Future Fund, which is running a "Hagel No" campaign. The group describes itself as advocating conservative, free-market ideals.

THE FACTS: It's widely assumed that Hagel will be leaving the Chevron board, a move common for nominees who face the prospect of such ethical conflicts. The Senate Armed Services Committee has some of the most stringent rules for nominees for senior civilian positions in the Defense Department. The panel requires nominees to divest all financial interests in companies doing business with the department. Stepping down from any board would certainly be required.

The committee bases its decisions on the Defense Department list of companies with contracts valued at $25,000 or more. The list is 330 pages long and includes Chevron.

BRASILIA, Brazil (AP) ? A fire swept through a crowded nightclub in southern Brazil early Sunday, killing at least 245 people and leaving at least 200 injured, police and firefighters said.

Police Maj. Cleberson Braida told local news media that the 245 bodies were brought for identification to a gymnasium in the city of Santa Maria.

That toll would make it one of the deadliest nightclub fires more than a decade.

The cause of the fire is not yet known, officials said. Officials earlier put the death toll at 180.

Civil Police and regional government spokesman Marcelo Arigoni told Radio Gaucha earlier that the total number of victims is still unclear and there may be hundreds injured,

The newspaper Diario de Santa Maria reported that the fire started at around 2 a.m. at the Kiss nightclub in the city at the southern tip of Brazil, near the borders with Argentina and Uruguay.

Rodrigo Moura, whom the paper identified as a security guard at the club, said it was at its maximum capacity of between 1,000 and 2,000, and partygoers were pushing and shoving to escape.

Ezekiel Corte Real, 23, was quoted by the paper as saying that he helped people to escape. "I just got out because I'm very strong," he said.

"Sad Sunday", tweeted Tarso Genro, the governor of the southern state of Rio Grande do Sul. He said all possible action was being taken and that he would be in the city later in the day.

Santa Maria is a university city with a population of around a quarter of a million.

A welding accident reportedly set off a Dec. 25, 2000, fire at a club in Luoyang, China, killing 309.

At least 194 people died at an overcrowded working-class nightclub in Buenos Aires, Argentina, in 2004.

A blaze at the Lame Horse nightclub in Perm, Russia, broke out on Dec. 5, 2009, when an indoor fireworks display ignited a plastic ceiling decorated with branches, killing 152

A nightclub fire in the U.S. state of Rhode Island in 2003 killed 100 people after pyrotechnics used as a stage prop by the 1980s rock band Great White set ablaze cheap soundproofing foam on the walls and ceiling.

New video format, H.265, to ease Internet bandwidth burden

The International Telecommunication Union (ITU) has approved a new video coding standard known affectionately as H.265, and informally as High Efficiency Video Coding (HEVC), that will ?considerably ease the burden? on global networks.

H.265 is set to succeed the current global video compression standard H.264, whose adoption rate has grown rapidly since the release of the original iPad. In three years, H.264, delivered using HTML5?s native video capabilities, has soared from less the 10% adoption to now accounting for over 80% of all web video.

It?s estimated that streaming video accounts for more than half of all bandwidth usage on the Internet, with the likes of Hulu, Netflix and YouTube the biggest offenders.

H.265, the successor of the current standard, promises to ?considerably ease? Internet bandwidth burden as it needs only half the bitrate of H.264. This will enable streaming of high-definition video content over low-bandwidth connections, like mobile networks and bandwidth-constrained networks in developing countries. H.265 could also deliver super high-definition video, or 4K streaming, over 20-30 Mbps minimum broadband connections.

As ITU describe it, H.265 will ?unleash a new phase of innovation in video production spanning the whole ICT spectrum, from mobile devices through to Ultra-High Definition TV?.

H.265 won?t see immediate adoption though. TechCrunch report that we could see the first software-based encoders capable of playing H.265 video by the end of 2013. However, for H.265 to become widely adopted it must be embedded into device chips and hardware (like smartphones). Summer 2014 is when we?ll most likely see the first of such devices come to market.

Climate change views swayed by weather

Independent voters shift their views on climate change with the weather, new research suggests.

During cold snaps, Independents tend to be more skeptical of human-caused global warming than they are on unseasonably warm days, which seem to make them believers, according to a study published in the journal Weather, Climate, and Society. Democrats and Republicans stuck to their climate-change beliefs regardless of short-term weather changes.

"Independent voters were less likely to believe that climate change was caused by humans on unseasonably cool days, and more likely to believe that climate change was caused by humans on unseasonably warm days," said study author Lawrence Hamilton, a sociologist at the University of New Hampshire, in a statement.

  1. Science news from NBCNews.com

    1. Winter's big chill means fewer summer bugs

As the bitter cold in the northeastern United States keeps even hardy New Hampshire skiers off the slopes, there?s at least one potential upside to the cold snap: fewer mosquitoes come summer, according to an entomologist riding out the cold in upstate New York.

    2. Brains vs. immunity: Genes hint at tug of war
    3. Study: Fracking wastewater could be too much
    4. Shrinking proton: Particle is smaller than thought

Previous studies have also shown that global warming belief depends on weather.

To see if there was a connection, the team looked 10 random-sample phone surveys conducted by the Granite State Poll between 2010 and 2012, with a total of 5,000 New Hampshire voters. The phone interviews asked respondents to choose between three options: climate change is happening now, caused mainly by humans; climate change is not happening; or it is happening, but mostly due to natural causes. [ The Reality of Climate Change: 10 Myths Busted ]

They then correlated the dates of those phone calls with temperature and precipitation data drawn from the U.S. Historical Climatology Network.?

While Republicans and Democrats stuck to their views, self-identified Independents shifted their views with the weather.

"The shift was dramatic. On the coolest days, belief in human-caused climate change dropped below 40 percent among Independents. On the hottest days, it increased above 70 percent," Hamilton said in a statement.

Though it may be human nature to tie weather to climate change, that isn't scientific. An individual storm or warm front can't be attributed to climate change, because weather patterns happen over short time periods, while climate change is a long-term trend. On average, climate change may bring more extreme weather.

Quantum communication: Each photon counts

Jan. 25, 2013 ? Ultrafast, efficient, and reliable single-photon detectors are among the most sought-after components in photonics and quantum communication, which have not yet reached maturity for practical application. Physicist Dr. Wolfram Pernice of the Karlsruhe Institute of Technology (KIT), in cooperation with colleagues at Yale University, Boston University, and Moscow State Pedagogical University, achieved the decisive breakthrough by integrating single-photon detectors with nanophotonic chips. The detector combines near-unity detection efficiency with high timing resolution and has a very low error rate.

The results have been published by Nature Communications.

Without reliable detection of single photons, it is impossible to make real use of the latest advances in optical data transmission or quantum computation; it is like having no analog-digital converter in a conventional computer to determine whether the applied voltage stands for 0 or 1. Although a number of different single-photon detector models have been developed over the past few years, thus far, none have provided satisfactory performance.

Several new ideas and advanced developments went into the prototype developed within the "Integrated Quantum Photonics" project at the DFG Center of Functional Nanostructures (CFN). The new single-photon detector, tested in the telecommunications wavelength range, achieves a previously unattained detection efficiency of 91%.

The detector was realized by fabricating superconducting nanowires directly on top of a nanophotonic waveguide. This geometry can be compared to a tube that conducts light, around which a wire in a superconducting state is wound and, as such, has no electric resistivity. The nanometer-sized wire made of niobium nitride absorbs photons that propagate along the waveguide. When a photon is absorbed, superconductivity is lost, which is detected as an electric signal. The longer the tube, the higher is the detection probability. The lengths involved are in the micrometer range.

A special feature of the detector is its direct installation on the chip, which allows for it to be replicated at random. The single-photon detectors built thus far were stand-alone units, which were connected to chips with optical fibers. Arrangements of that type suffer from photons being lost in the fiber connection or being absorbed in other ways. These loss channels do not exist in the detector that is now fully embedded in a silicon photonic circuit. In addition to high detection efficiency, this gives rise to a remarkably low dark count rate. Dark counts arise when a photon is detected erroneously: for instance, because of a spontaneous emission, an alpha particle, or a spurious field. The new design also provides ultrashort timing jitter of 18 picoseconds, which is 18 times 10-12 seconds.

The novel solution also makes it possible to integrate several hundreds of these detectors on a single chip. This is a basic precondition for future use in optical quantum computers.

The detector demonstrated in this study was designed to work at wavelengths in the Telekom bandwidth. The same detector architecture can also be used for wavelengths in the range of visible light. This would allow the principle to be employed in analyses of all structures that emit little light, i.e., photons, such as single molecules or bacteria. ?

Determining Your Finance Needs for Business Growth | FundWell

Before seeking a business loan, small business owners should conduct a detailed analysis of their financing needs and outline these in a proposal for their lending institution.? Why is it so important that business owners only take on the debt that they absolutely need?? Because borrowing? too much can result in wasted resources and increased costs in the long run, while borrowing too little can keep you from accomplishing your goals and put your business at risk.

Startups will have different considerations than businesses who are seeking to improve and grow their business.? Here we outline important considerations for small business owners who are seeking financing to improve or grow their business.

-Do you need money to expand your business, manage your current cash flow, or cushion against risk?? In other words, determine the strategic purpose of your loan, and whether you are seeking working or investment capital.

-Do you need a set amount of money, or would you prefer a line of credit?? This will be determined in part by whether you are seeking working or investment capital.

-Are your financial goals regarding the loan long-term or short-term?? Again, this is determined in part by the strategic purpose of your loan.? A general rule is short-term loans for short-term goals, and long-term loans for long-term goals.

-How urgent is the need for cash, and how quickly do you need the money?? This will play a major role in the type of financing you seek.? Most loans with good interest rates will take time to process, so it?s always better to plan ahead and cushion against risk, rather than to seek financing during a crisis.

-How great are your risks?? Generally the more risk your business carries, the higher the cost and qualifications for the loan.? High risk lenders tend to have fewer financing options.? Consider the market and competition for your product or service, and any other mitigating factors involved in your business.? You will want to make a sober assessment of your risks, so that you can explain them to your lender.

-What will you use the money for?? Consider whether the money will be put toward buying equipment, hiring new employees, or managing cash flow.? Plus, detailing specifically how the money will be used, as well as providing financial projections and a cash budget that details the flow of funds, and the timing of cash drains and surpluses, will go a long way in demonstrating to your lender that you are a knowledgeable and responsible borrower.

-What is the current state of your business financials and credit?? In general, it will be harder to obtain debt financing if your business has poor credit or a poor financial history.

How to prevent cellphone frostbite

1 hr.

As frigid?weather continues to pound the East Coast and the Plains, fingers go numb, noses go red and cellphones go out. "We remind customers that their electronics operate best in the same temperatures that people like, too," said Jazmin Hupp, director of marketing at Tekserve, a popular Manhattan Apple reseller.

When the temperature drops below freezing, the lithium-ion batteries can lose some of, or even all, their charge for a time. What looked like a half-full battery when you walked out of the house could soon appear completely empty and shut down in 20-degree weather. Stop inside for a while, restart the phone and the battery will probably appear half-full again.

In most cases, the cold isn't doing any permanent damage ? just reducing the power of the battery until you warm it up again. This shouldn't come as a surprise. With the iPhone, for example, Apple's site clearly states, "Operating ambient temperature: 32 degrees to 95 degrees F (0 degrees to 35 degrees C)."

But most people don't read specs. Tekserve's Hupp said that the store's service department has had a spike in complaints about short battery life on iPods and iPhones during the cold snap. In the past week, the company has also sold 20 percent more Mophie Juice Packs ? external iPhone batteries. But they are just as susceptible to the cold as the phone's built-in battery.

The only proven remedy is perhaps also the simplest: Put your phone in your pocket. That will disrupt the popular pastime of surfing and walking. But it's the safe bet: protecting not only your phone but also your chilled fingers, as well as decreasing the likelihood of walking into traffic. [See also: How to Improve Android Smartphone Battery Life ]

No technology is likely to be foolproof. "Cases can't really help unless you had a specific case that warmed the product," said Bryan Hynecek, chief designer at smartphone case maker Speck. "Still, you would need something over the glass because that is a large surface ? best thing is to keep it in a pocket close to the body and only use in short intervals."

"A good case will mitigate that issue (somewhat)," wrote Ken Sander, owner of New York City electronic repair shop, The Cable Doctor, in an email. Sander recommended one piece of hardware, however. "If you used headphones, it won't be an issue," he said, because the phone would remain in the pocket.

GOP senators will oppose Va electoral change

RICHMOND, Va. (AP) ? A Republican-backed bill to convert Virginia's winner-take-all method of apportioning presidential electors to one that awards electors one-by-one by congressional districts is likely doomed for the year.

At least two GOP state senators say they oppose the bill. That would leave it short of the majority it needs in a Virginia Senate where Democrats and Republicans hold 20 seats apiece.

Virginia's General Assembly is the first of several Republican-ruled legislatures from Wisconsin to Pennsylvania ? states President Barack Obama won last fall ? to address such legislation. Democrats denounce it as a Republican election-rigging scheme.

Republican Sen. Jill Vogel said she'd oppose the measure in a Senate committee Tuesday and on the floor should it get that far. GOP Sen. Ralph Smith of Roanoke also will oppose it.
