The 51-year-old actor stands looking up at the camera, instantly recognizable because of his work portraying tough-guy characters in such memorable 1990s films as "Saving Private Ryan," ''Heat" and "Natural Born Killers."

His face, though, looks worn, and his eyes are those of a man who's been to hell and back.

And that's exactly what his book details ? Sizemore's ascent to the height of cinema, working for the Steven Spielbergs and with the Robert De Niros of the world ? and his drug-fueled descent that left him imprisoned and out of options.

"I was a guy who'd come from very little and risen to the top," writes Sizemore, who was born and raised in hardscrabble Detroit. "I'd had the multimillion-dollar house, the Porsche, the restaurant I partially owned with Robert De Niro.

"And now I had absolutely nothing."

"By Some Miracle" ? the title is taken from a line uttered by his "Saving Private Ryan" character, Sgt. Mike Horvath ? is a painfully honest look at a man, who, by his own admission, had become a "spoiled movie star" and an "arrogant fool" who at his lowest point was "a hope-to-die addict."

Sizemore recounts his friendships with Hollywood's elite ? Sean Penn, Robert Downey Jr. and De Niro among them ? and his dalliances with actresses Edie Falco, Elizabeth Hurley and Juliette Lewis.

It was during Sizemore's tabloid romance with former Hollywood madam Heidi Fleiss that his life truly fell apart. He was convicted in 2003 of harassing, annoying and physically abusing Fleiss. While Sizemore admits in the book to being "immature" and says he regrets may of his actions, he denies striking Fleiss.

Readers interested in a behind-the-scenes look at Hollywood's machinations will love Sizemore's book, but it's not for everyone.

It's written in a plain, sometimes coarse prose befitting some of the hard-boiled characters Sizemore brought to life on screen. And the subject matter can at times be difficult to stomach ? sex tapes, copious amounts of drug taking, etc.

But in many ways, it's a story of redemption ? of a man who now is trying to regain a small measure of what he squandered.

"I've led an interesting life, but I can't tell you what I'd give to be the guy you didn't know anything about," Sizemore writes.

Tom, readers who get through your book will know just about everything about you.

(AP) ? Technology companies led the Standard & Poor's 500 index to an all-time closing high Monday.

The stock market has recovered all the ground it lost over the previous two weeks, when worries over slower economic growth, falling commodity prices and disappointing quarterly earnings battered financial markets.

The S&P 500 index rose 11.37 points to close at 1,593.61. The 0.7 percent increase nudged the index above its previous closing high of 1,593.36, reached on April 11.

"The market has had a terrific run," said Philip Orlando, chief equity strategist at Federated Investors, noting that the S&P 500 is up 12 percent since the start of 2013. "At the beginning of the year, I thought we were going to 1,660 (for the whole year). We're only about 5 percent from that."

A pair of better economic reports gave investors some encouragement. Wages and spending rose in the U.S. last month, and pending home sales hit their highest level in three years.

The Dow Jones industrial average gained 106.20 to 14,818.75, up 0.7 percent. Microsoft and IBM were among the Dow's best performers, rising more than 2 percent each. IBM alone accounted for a third of the Dow's increase. The index is just 46 points below its own record high of 14,865 reached on April 11.

Tech's popularity Monday was a change from earlier this month, when it lagged the rest of the market. Concerns about weak business spending and slower overseas sales have cast a shadow over big tech firms, said Marty Leclerc, the managing partner of Barrack Yard Advisors, an investment firm in Bryn Mawr, Pa.

Revenue misses from IBM and other big tech companies have highlighted the industry's vulnerability to the world economy. But Leclerc thinks tech companies with steady revenue and plenty of cash look appealing over the long term.

Information technology stocks rose the most of the 10 industry groups in the S&P Monday, up 1.6 percent. It's the only group that remains lower over the past year, down 2 percent, versus the S&P 500's gain of 14 percent.

The Nasdaq composite rose 27.76 points to 3,307.02, an increase of 0.9 percent. Apple, the biggest stock in the index, surged 3 percent to $430.12.

The number of Americans who signed contracts to buy homes reached the highest level since April 2010, according to the National Association of Realtors. Back then, a tax credit for buying houses had lifted sales. In a separate report, the government said Americans' spending and income both edged up last month.

A handful of companies reported earnings on Monday. Eaton Corp.'s quarterly net income beat Wall Street's estimates, helped by its acquisition of Cooper Industries, an electrical equipment supplier. But the manufacturer's revenue fell short. Its stock climbed 3 percent to $60.28.

Eaton's results followed a larger pattern this earnings season. Of the 274 companies that have turned in results, seven of 10 have beaten analysts' estimates for earnings, according to S&P Capital IQ. But when it comes to revenue, six of 10 have missed estimates. That suggests companies are squeezing more profits out of cost cutting, instead of higher sales.

Moody's and Standard & Poor's parent company McGraw-Hill surged following news that the ratings agencies settled lawsuits dating back to the financial crisis that accused them of concealing risky investments. McGraw-Hill gained 3 percent to $53.45, while Moody's jumped 8 percent to $59.69, the biggest gain in the S&P 500.

In the market for government bonds, the yield on the 10-year Treasury note slipped to 1.66 percent, close to its low for the year. That's down from 1.67 percent late Friday.

Obama to tap Charlotte mayor to run Transportation

(AP) ? President Barack Obama is nominating Charlotte, N.C., Mayor Anthony Foxx, a rising star in Democratic politics, to run the Transportation Department, a White House official said.

Obama will announce the nomination from the White House Monday afternoon, according to the official, who requested anonymity because the official was not authorized to discuss the nomination ahead of the president.

Foxx will be the first black nominee among Obama's picks for open spots in his second-term Cabinet. The president has faced questions, including from the Congressional Black Caucus, about a lack of diversity in his first round of nominations after winning re-election.

If confirmed by the Senate, Foxx would take over a department that has been at the center of Washington's debate over the impact of the so-called sequester cuts. The automatic cuts resulted in furloughs for air traffic controllers that spurred delays at many airports.

Congress reached a deal last week to provide the Transportation Department flexibility that allowed it to end the air traffic controller furloughs.

The White House official said that as mayor, Foxx has experience in boosting transit infrastructure and using those projects to create jobs. He oversaw a program to create an electric tram service to Charlotte, an expansion of a light rail system and the opening of a third runway at the city's airport.

Foxx was first elected Charlotte mayor in 2009. He raised his national profile last year when Charlotte played host to the Democratic Party's convention.

Foxx would replace outgoing Secretary Ray LaHood, one of the few Republicans serving in the Democratic administration.

Obama jokes about aging during second term

WASHINGTON (AP) ? President Barack Obama joked Saturday that the years are catching up to him and he's not "the strapping young Muslim socialist" he used to be.

Obama poked fun at himself as well as some of his political adversaries during the annual White House Correspondents' Association dinner attended by politicians, members of the media and Hollywood celebrities.

Entering to the rap track "All I Do Is Win" by DJ Khaled, Obama joked about how re-election would allow him to unleash a radical agenda. But then he showed a picture of himself golfing on a mock magazine cover of "Senior Leisure."

"I'm not the strapping young Muslim Socialist that I used to be," the president remarked, and then recounted his recent 2-for-22 basketball shooting performance at the White House Easter Egg hunt.

But Obama's most dramatic shift for the next four years appeared to be aesthetic. He presented a montage of shots featuring him with bangs similar to those sometimes sported by his wife.

"So we borrowed one of Michelle's tricks," Obama said. "I thought this looked pretty good, but no bounce."

Obama closed by noting the nation's recent tragedies in Massachusetts and Texas, praising Americans of all stripes from first responders to local journalists for serving the public good.

Saturday night's banquet not far from the White House attracted the usual assortment of stars from Hollywood and beyond. Actors Kevin Spacey, Julia Louis-Dreyfus and Claire Danes, who play government characters on series, were among the attendees, as was Korean entertainer Psy. Several Cabinet members, governors and members of Congress were present.

And despite coming at a somber time, nearly two weeks after the deadly Boston Marathon bombing and 10 days after a devastating fertilizer plant explosion in West, Texas, the president and political allies and rivals alike took the opportunity to enjoy some humor. Late-night talk-show host Conan O'Brien headlined the event.

Some of Obama's jokes came at his Republican rivals' expense. He asked that the GOP's minority outreach begin with him as a "trial run" and said he'd take his recent charm offensive with Republicans on the road, including events with conservatives such as Sen. Ted Cruz, Sen. Rand Paul and Rep. Michele Bachmann.

"In fact, I'm taking my charm offensive on the road -- a Texas barbeque with Ted Cruz, a Kentucky bluegrass concert with Rand Paul, and a book-burning with Michele Bachmann," Obama joked.

Casino magnate Sheldon Adelson would have had better success getting Obama out of office if he simply offered the president $100 million to drop out of last year's race, Obama quipped.

And on the 2016 election, the president noted in self-referential irony that potential Republican candidate Sen. Marco Rubio wasn't qualified because he hasn't even served a full term in the Senate. Obama served less than four years of his six-year Senate term before he was elected president in 2008.

"I mean, the guy has not even finished a single term in the Senate and he thinks he's ready to be President," Obama joked.

The gala also was an opportunity for six journalists, including Associated Press White House Correspondent Julie Pace, to be honored for their coverage of the presidency and national issues.

The New Yorker's Ryan Lizza won the Aldo Beckman Award, which recognizes excellence in the coverage of the presidency.

Pace won the Merriman Smith Award for a print journalist for coverage on deadline.

ABC's Terry Moran was the winner of the broadcast Merriman Smith Award for deadline reporting.

Reporters Jim Morris, Chris Hamby and Ronnie Greene of the Center for Public Integrity won the Edgar A. Poe Award for coverage of issues of national significance.

Marijuana tax debate stalls in Colorado

DENVER (AP) -- Marijuana taxation brought the Colorado Legislature to a standstill early Saturday, with the House giving up and heading home without voting after the pot debate stretched past midnight.

The standstill was not exactly caused by the bill to tax pot more than 30 percent, though Republicans were in the middle of trying to lower the tax rate when the House stopped work. Instead, the breakdown came as a result of frayed nerves after long, divisive debates on unrelated measures, from a renewable energy bill to an education funding overhaul.

The House managed to finish a vote on one marijuana measure late Friday. That bill would set the nation's first regulations for how recreational pot can be grown, packaged and sold.

"We are in a new era," Democratic Rep. Dan Pabon said when introducing the sweeping regulation bill.

The measure, which needs one more vote before heading to the Senate, sets product safety rules and marijuana purchasing limits for out-of-state visitors.

The House will resume the marijuana tax debate on Monday. The bill would give recreational pot a 15 percent excise tax and a special pot sales tax of 15 percent, in additional to local sales taxes. Republicans were seeking to lower the tax to 10 percent excise and 10 percent sales taxes.

When House Democratic Leader Dickey Lee Hullinghorst interrupted a Republican lawmaker talking about his amendment, trying to extend the legislative session past midnight, the chamber's Republican caucus stormed off the floor in protest. After about 30 minutes, House sergeants retrieved Republicans from their offices and the debate continued, though ruling Democrats shut down business after letting the interrupted Republican finish his speech.

The walkout was not directly caused by the marijuana tax debate. But it was the latest twist in an increasingly odd path for marijuana regulation in Colorado.

On Friday, marijuana activists blasted a proposal to send marijuana legalization back to voters this fall through a new tax ballot measure. That measure would repeal recreational pot in the state constitution if voters don't approve the pot taxes.

Marijuana activists immediately blasted the proposal as a backhanded effort to repeal the pot vote, in which 55 percent of Coloradans chose to flout federal drug law and declare pot legal in small amounts for adults over 21.

"It's clear that the intent ... is to prevent marijuana from being legal and being regulated and being controlled," said Mason Tvert, who led last year's campaign to add recreational pot to the state constitution, which has allowed medical marijuana since 2000.

Sen. Larry Crowder, R-Alamosa, said the whole purpose of legalizing recreational marijuana was to raise money for education and other programs. "So if there's no money, we shouldn't have marijuana," Crowder said.

A volunteer group that has been critical of proposed marijuana regulations, Smart Colorado, praised the effort to get rid of recreational pot without approval of the taxes.

A spokesman for the group, Eric Anderson, said in a statement that marijuana activists "sold the ballot issue to Colorado voters as a way to pay for state priorities like education, but increasingly it's looking like it could be a net drain on the state budget."

The marijuana measure approved last year won more votes than President Barack Obama, who carried the state. The pot measure directed lawmakers to come back to the ballot with a tax proposal, with much of the money going to school construction. Because of Colorado's Byzantine tax laws, the recreational pot taxes can't be levied until voters again sign off on them.

In Washington state, the only other place where voters last year approved recreational pot, the ballot measure set taxes at 75 percent, settling the question. Both states are still waiting to find out whether the federal government plans to sue to block retail sales of the drug, set to begin next year.

The Colorado repeal effort wouldn't apply to medical marijuana, which voters approved in 2000.

Ruling Democrats said Friday they doubt lawmakers would send pot legalization back to voters this year.

"That's almost like saying to voters, 'Vote for this, or else,'" said Sen. Cheri Jahn, D-Wheat Ridge. "I don't think you threaten voters like that. When over 55 percent of the people vote for something, I think we have to respect that."

Marijuana repeal debate could dominate the Legislature's closing days.

Gunmen surrounded Libya?s foreign ministry on Sunday demanding it be ?cleansed of agents? and ambassadors of ousted
dictator Moamer Kadhafi, an official said.

The group prevented staff from entering the building in Tripoli, said the ministry official who spoke to AFP on condition of anonymity.

Around 30 vehicles, some mounted with anti-aircraft guns, and dozens of armed men surrounded the office, an AFP photographer at the scene reported.

The official criticised the group?s ?extremely offensive? behaviour, even if their demands were ?legitimate?, saying this did not justify ?paralysing the whole work of a ministry?.

The General National Congress, Libya?s highest political authority, is studying proposals for a law to exclude former Kadhafi regime officials from top government and political posts.

The proposed law could affect several senior figures in the government, and has caused waves in the country?s political class.

In March, demonstrators encircled the assembly, trapping members in the building for several hours as they called for the adoption of the law.

After the siege was lifted, gunmen targeted Congress chief Mohammed Megaryef?s motorcade without causing any casualties.

Libya?s government is struggling to assert its influence across the country, where Megaryef?s militias who fought Kadhafi in the 2011 uprising still countrol much territory.

Sea surface temperatures reach highest level in 150 years on Northeast continental shelf

Apr. 26, 2013 ? Sea surface temperatures in the Northeast Shelf Large Marine Ecosystem during 2012 were the highest recorded in 150 years, according to the latest Ecosystem Advisory issued by NOAA's Northeast Fisheries Science Center (NEFSC). These high sea surface temperatures (SSTs) are the latest in a trend of above average temperature seen during the spring and summer seasons, and part of a pattern of elevated temperatures occurring in the Northwest Atlantic, but not seen elsewhere in the ocean basin over the past century.

The advisory reports on conditions in the second half of 2012.

Sea surface temperature for the Northeast Shelf Ecosystem reached a record high of 14 degrees Celsius (57.2?F) in 2012, exceeding the previous record high in 1951. Average SST has typically been lower than 12.4 C (54.3 F) over the past three decades.

Sea surface temperature in the region is based on both contemporary satellite remote-sensing data and long-term ship-board measurements, with historical SST conditions based on ship-board measurements dating back to 1854. The temperature increase in 2012 was the highest jump in temperature seen in the time series and one of only five times temperature has changed by more than 1 C (1.8 F).

The Northeast Shelf's warm water thermal habitat was also at a record high level during 2012, while cold water habitat was at a record low level. Early winter mixing of the water column went to extreme depths, which will impact the spring 2013 plankton bloom. Mixing redistributes nutrients and affects stratification of the water column as the bloom develops.

Temperature is also affecting distributions of fish and shellfish on the Northeast Shelf. The advisory provides data on changes in distribution, or shifts in the center of the population, of seven key fishery species over time. The four southern species -- black sea bass, summer flounder, longfin squid and butterfish -- all showed a northeastward or upshelf shift. American lobster has shifted upshelf over time but at a slower rate than the southern species. Atlantic cod and haddock have shifted downshelf."

"Many factors are involved in these shifts, including temperature, population size, and the distributions of both prey and predators," said Jon Hare, a scientist in the NEFSC's Oceanography Branch. A number of recent studies have documented changing distributions of fish and shellfish, further supporting NEFSC work reported in 2009 that found about half of the 36 fish stocks studied in the Northwest Atlantic Ocean, many of them commercially valuable species, have been shifting northward over the past four decades.

The Northeast U.S. Continental Shelf Large Marine Ecosystem (LME) extends from the Gulf of Maine to Cape Hatteras, North Carolina. The NEFSC has monitored this ecosystem with comprehensive sampling programs since1977. Prior to 1977, this ecosystem was monitored by the NEFSC through a series of separate, coordinated programs dating back decades.

Warming conditions on the Northeast Shelf in the spring of 2012 continued into September, with the most consistent warming conditions seen in the Gulf of Maine and on Georges Bank. Temperatures cooled by October and were below average in the Middle Atlantic Bight in November, perhaps due to Superstorm Sandy, but had returned to above average conditions by December.

"Changes in ocean temperatures and the timing and strength of spring and fall plankton blooms could affect the biological clocks of many marine species, which spawn at specific times of the year based on environmental cues like water temperature," Kevin Friedland, a scientist in the NEFSC Ecosystem Assessment Program, said. He noted that the contrast between years with, and without, a fall bloom is emerging as an important driver of the shelf's ecology. "The size of the spring plankton bloom was so large that the annual chlorophyll concentration remained high in 2012 despite low fall activity. These changes will have a profound impact throughout the ecosystem."

Michael Fogarty, who heads the Ecosystem Assessment Program, says the abundance of fish and shellfish is controlled by a complex set of factors, and that increasing temperatures in the ecosystem make it essential to monitor the distribution of many species, some of them migratory and others not.

"It isn't always easy to understand the big picture when you are looking at one specific part of it at one specific point in time," Fogarty said, a comparison similar to not seeing the forest when looking at a single tree in it. "We now have information on the ecosystem from a variety of sources collected over a long period of time, and are adding more data to clarify specific details. The data clearly show a relationship between all of these factors."

"What these latest findings mean for the Northeast Shelf ecosystem and its marine life is unknown," Fogarty said. "What is known is that the ecosystem is changing, and we need to continue monitoring and adapting to these changes."

Ecosystem advisories have been issued twice a year by the NEFSC's Ecosystem Assessment Program since 2006 as a way to routinely summarize overall conditions in the region. The reports show the effects of changing coastal and ocean temperatures on fisheries from Cape Hatteras to the Canadian border. The advisories provide a snapshot of the ecosystem for the fishery management councils and also a broad range of stakeholders from fishermen to researchers.

Senate bill on Web sales tax moves forward but support erodes

WASHINGTON (Reuters) - The U.S. Senate on Thursday voted to move forward with legislation that would allow states to force retailers to collect online sales taxes, though the measure lost supporters after opponents stepped up lobbying this week.

The bipartisan proposal cleared a procedural hurdle after 63 members in the 100-seat Senate backed it; the measure previously was held up by opponents. Critics largely cited potential burdens on small businesses, many in states that do not impose sales taxes.

Earlier this week, nearly three-quarters of Senators backed the measure, suggesting lobbyists - including online retailer Ebay and the financial industry - were successful in changing lawmakers' minds.

A final vote on the legislation had been expected this week but was pushed back to the week of May 6.

At issue is the ability of states to collect taxes from online merchants without a physical presence within their borders.

The bill would extend states' authority to require retailers to collect tax outside their physical borders, though it would not require states to do so. It would exempt merchants with online annual out-of-state sales of $1 million or less.

The legislation faces much tougher odds in the Republican-controlled U.S. House of Representatives, where some Republicans view it as a tax increase.

OPPONENTS STEP UP LOBBYING

Anti-tax activist Grover Norquist told signers of his anti-tax pledge that supporting an online tax would be tantamount to reneging on their promise not to raise income taxes.

He was on Thursday plotting a strategy to stop the bill's momentum in the House.

"You do this new thing where you start to make it easy for people to tax across state lines," Norquist told Reuters in an interview, saying the legislation could lead to states pushing to collect income and other taxes beyond their borders.

Norquist said Republicans will introduce an amendment to limit the legislation, to "smoke out the advocates of exporting taxes across state lines," he said.

Backers say the measure explicitly rules out new taxes and only applies to sales taxes. The nonpartisan Congressional Budget Office said the legislation will have no impact on the federal budget deficit.

Opposition is led by eBay, whose chief executive has been encouraging its millions of users to oppose the effort.

Financial firms also weighed in this week against the measure, worried that it would give states new authority to impose taxes on financial transactions over the Internet.

Opponents also include Democratic Senator Max Baucus, the chairman of the Senate Finance Committee. His fellow Democrats are bypassing his panel to bring the measure straight to the Senate floor.

Supporters of the measure include brick-and-mortar retailers such as Wal-Mart Stores Inc and Best Buy Co Inc and cash-strapped state governments, including the National Governors' Association.

Italy?s Compromise Government Faces Uncertain Future, Plays Into Berlusconi?s Hands

It?s a solution that came after all other avenues were exhausted. On April 29, more than two months after the Italian elections, the country?s Parliament is expected to give life to a coalition government. Led by Enrico Letta, a high-ranking member of the center-left Democratic Party, Italy?s new administration will be dependent on support from former Prime Minister Silvio Berlusconi, a man many in Letta?s party regard as the enemy.

Indeed, the deal comes only after efforts to find another solution exposed deep rifts in the Democratic Party. After an election in which no party was able to secure a clear victory, Pier Luigi Bersani, the party?s leader during the elections, fervently opposed any compromise with the sex-scandal-plagued media mogul, only to resign his position last week after repeatedly trying and failing to get his parliamentarians to vote for his candidates for the Italian presidency. ?On any issue of relevance, the party is split,? says Roberto D?Alimonte, a professor of political science at Rome?s LUISS University. ?Letta might get more support from Berlusconi than his own party. That?s the paradox.?

The deal follows weeks of political brinkmanship in which the Democratic Party struggled to strike a deal with the Five Star Movement, a surging protest party headed by the angry comedian Beppe Grillo, who doggedly rebuffed efforts by Bersani to draw him into a coalition. Grillo, who doesn?t hold elected office, has condemned the government-forming deal as a corrupt pact between unpopular political parties, one that plays into Berlusconi?s hands. His parliamentarians have pledged to stay in the opposition ? positioning themselves as an alternative in future elections.

In the meantime, the pact yields a new government that will only survive through compromise. With the Democratic Party having proved that it is incapable of holding the line, Berlusconi will be able to easily claim to control the government?s largest block of support. Recent opinion polls put Berlusconi?s party well ahead of his opponents, so there?s little question that Letta?s government will be heavily shaped by the desires of the former Prime Minister. Indeed, in an interview on April 25, Berlusconi indicated that his support would be dependent on the adoption of a series of measures, including the rollback and refund of a controversial property tax instituted by Mario Monti?s outgoing administration. ?It?s not so important who will lead this government,? Berlusconi said. ?We?ll sustain the measure of any government that can pass the provisions that we desperately need to exit from the economic crisis that the politics of austerity have put us in.?

For the moment, the emergence of the possibility of Letta at the head of a coalition government has calmed markets that had been skittish in the early days after the election. At 46 years old, Letta is young by the standards of his country?s aging political class. But he?s also a veteran politician, well known in Brussels and in other European capitals. First appointed minister in 1998, he spent the past 15 years alternating between terms in government and spells in oppositions to Berlusconi. ?We?re talking about a politician who is young, but also experienced,? says Guglielmo Vaccaro, a parliamentarian in the Democratic Party and a close Letta adviser. ?It?s really what we need.? In cooperating with Berlusconi, Letta will also be well served by his family ties; his uncle is a close confidante to the former Prime Minister.

Indeed, in addition to Berlusconi, Letta will draw much of his support from Giorgio Napolitano, Italy?s President, an important, but largely symbolic role more akin to that played by the Queen of the U.K. After being re-elected for an unprecedented second term, Napolitano has thrown his weight behind a coalition government, urging the country?s politicians to put aside their differences and cooperate. With the Italian public screaming for results, all members of the coalition will want to have something concrete to show from their participation. ?There is a potential convergence to a reform program that could deeply change the Italian economy and launch growth,? says Franco Bruni, an economist at Milan?s Bocconi University. ?The country is very conscious that things do not work.?

According to Vaccaro, Letta?s government is likely to draw its agenda from a report written by a group of elder statesmen charged by Napolitano with charting a future for the country, focusing first on items all members of the coalition can support. ?We?ll work on things that unite us, which are many.? says Vaccaro. ?If we work on all the things on which there is agreement, we can start moving forward right away, and for the next couple of years we won?t have a moment to breathe.?

Dollar-Cost Averaging Takes Emotion Out Of Investing - Investors.com

Suppose you went to cash during the 2008 market meltdown.

Or you just inherited a bundle from your rich uncle.

What now?

Should you put the whole kitty back to work in stocks and stock funds all at once? Or should you ease back in a little at a time?

The conventional wisdom says that dollar-cost averaging ? which is the Wall Street name for investing fixed amounts at set intervals ? is better than lump-sum investing.

But your results will depend on how the market behaves during your investment period.

Dollar-cost averaging tends to work best in periods that include declines from the starting point.

Bear in mind that this strategy choice between lump sum and dollar-cost averaging basically applies to mutual funds or other portfolios over time. Investors using a proven individual stock strategy should base trades on the rules of their investment blueprint.

At its best, dollar-cost averaging has powerful benefits. One is that it lowers your average cost. Your fixed investment buys more shares when prices are lower and fewer shares when prices are higher.

Another benefit is that dollar-cost averaging provides a routine that keeps you invested. That's what investors do when they invest a percentage of their paycheck each month in a 401(k) plan.

A third benefit is it prevents novices from trying to time the market.

"Investors tend to lag," said T. Rowe Price senior financial planner Judith Ward. "Once they get out, they wait for things to get better, so they miss a lot of the rebound."

Volatile Market

Sam Stovall, Standard & Poor's chief equity strategist, looked at how the S&P 500 fared over various stretches of the tumultuous market after 2000.

Bottom line: Dollar-cost averaging outperformed if an investor started at or near a market high. Lump-sum investing outperformed off lows.

A lump-sum tack benefits from price gains off a trough. It has a low price that dollar-cost averaging can't beat. It also benefits from owning a lot of dividend-paying stocks from the get-go.

And dollar-cost averaging diversifies your investments over time. If you start near a market high, with dollar-cost averaging you lose less in the ensuing decline.

"If you lose less, you have to make up less to get back to break-even," Stovall said.

When you lose 20%, you need a 25% gain to recoup.

When you lose 40%, you need a 67% rally to break even.

"Also, dollar-cost averaging's psychological benefit is often critical," Stovall said. That's because many investors are choosing between it and staying out of the market, not a lump-sum option.

"Dollar-cost averaging feels safer, so it gets people to invest ? which is good," Ward said.

Which approach should investors use in our current market?

Odds are the market will pull back 5% or more some time this year, Stovall says, since that's happened every year since World War II. That means we're probably near a short-term high.

"So if you're trying to decide how to invest a large amount at this point, chances are dollar-cost averaging will be a better way to go," Stovall said.

'Redshirting' kindergarteners not as common as reported

Apr. 25, 2013 ? New research findings from the University of Virginia's Curry School of Education and the Stanford School of Education show that "redshirting" in kindergarten -- the practice of delaying for a year a child's entry into kindergarten -- is not happening at the rate previously reported.

In "'Academic Redshirting' in Kindergarten: Prevalence, Patterns, and Implications," published April 16 in the journal Educational Evaluation and Policy Analysis, study co-authors Daphna Bassok, assistant professor at the Curry School of Education, and Sean F. Reardon of Stanford found that only between 4 percent and 5.5 percent of children have their entry into kindergarten delayed.

Recent articles in popular news outlets and magazines have suggested that redshirting is more popular than it actually is. For instance, a 2008 New York Times article noted 17 percent of kindergartens were 6 years old rather than 5 when they started kindergarten.

"The perception recently has been that redshirting children for kindergarten is an increasingly popular practice, reaching upwards of nearly 20 percent of kindergarteners," Bassok said. "Our research shows that those numbers are way off and in reality we are seeing only about 4 percent of students starting kindergarten a year after they are first eligible."

Bassok noted that redshirting is garnering the attention of policymakers, in addition to education researchers.

The low rates nationwide, however, mask large variations across groups. According to the study, redshirting is extremely unlikely in schools in low-income neighborhoods, but in some high-income communities there are schools where nearly one in four children delay kindergarten entry.

Low-income and minority families are far more likely to indicate concerns about their child's readiness for kindergarten, a major reason to consider redshirting, but rarely delay kindergarten entry. While nearly 6 percent of white children are redshirted, the study found less than 1 percent of black children are; children from higher-income families redshirt almost three times as often as low-income children.

"Delaying kindergarten means finding and paying for another year of child care," Bassok said. "For most low-income families, redshirting is far too expensive."

The authors also find that redshirting is twice as likely to occur among boys than girls. One common explanation for redshirting is that children -- particularly boys -- are not prepared for the increasingly demanding kindergarten environment. However, in their study, Bassok and Reardon find that children who delay kindergarten do not seem to lag physically, socially or cognitively behind other children their age.

"We examined whether the children who delay kindergarten are those who seem to be struggling or immature, as evaluated by their preschool teachers, parents or even direct test scores," Bassok said. "We were surprised that at age 4, kids who end up delaying kindergarten looked just as 'ready' for school as their peers."

The study's findings suggest that redshirting parents are mostly concerned about their child's position relative to the other children in their classes. In communities where redshirting is common, there can be a large gap between the oldest and youngest students in a class. Parents whose children have birthdays close to the cut-off date for enrollment often would rather wait a year to enroll, so their child becomes among the oldest rather than youngest child in the group.

Bassok's current research is looking at whether or not the perception is true that the academic rigor of kindergarten is increasing, which she hopes will add more insight into the practice of redshirting.

Officials: Bomb suspect acknowledged role

(AP) ? Two U.S. officials say the surviving suspect in the Boston bombings acknowledged his role in the attacks to FBI investigators. But the officials say this occurred before authorities advised him of his constitutional rights, including the right to consult with an attorney and not to incriminate himself.

It was not clear whether the admission by Dzhokhar Tsarnaev (joh-KHAHR' tsahr-NEYE'-ehv) would be admissible in a criminal trial, since it came before he was read his Miranda rights. It's also unclear whether prosecutors would need the admission to secure a conviction since physical evidence has already been uncovered in the investigation.

The officials spoke on condition of anonymity because they were not authorized to discuss the ongoing case.

Tsarnaev's two lead defense lawyers did not immediately return phone and email messages.

PARIS (AP) ? The Cannes Film Festival announced its most Hollywood-heavy jury lineup in years Wednesday, with a list that includes Oscar winners Nicole Kidman, Christoph Waltz and Ang Lee.

Hollywood veteran Steven Spielberg will lead 2013's jury that will also include Romanian director Cristian Mungiu, who won the festival's prize for best screenplay in 2012 for "Beyond The Hills"; French actor Daniel Auteuil; Indian actress Vidya Balan; Scottish director Lynne Ramsay; and Japanese director Naomi Kawase.

They'll decide which of the 19 films in competition will win the coveted Palme d'Or award, the French Riviera festival's top accolade. The prize will be awarded on May 26.

The biology of fats in the body

Apr. 23, 2013 ? When you have your cholesterol checked, the doctor typically gives you levels of three fats found in the blood: LDL, HDL and triglycerides. But did you know your body contains thousands of other types of fats, or lipids?

In human plasma alone, researchers have identified some 600 different types relevant to our health. Many lipids are associated with diseases--diabetes, stroke, cancer, arthritis, Alzheimer's disease, to name a few. But our bodies also need a certain amount of fat to function, and we can't make it from scratch.

Researchers funded by the National Institutes of Health are studying lipids to learn more about normal and abnormal biology. Chew on these findings the next time you ponder the fate of the fat in a French fry.

Fat Functions

Triglycerides, cholesterol and other essential fatty acids--the scientific term for fats the body can't make on its own--store energy, insulate us and protect our vital organs. They act as messengers, helping proteins do their jobs. They also start chemical reactions involved in growth, immune function, reproduction and other aspects of basic metabolism.

The cycle of making, breaking, storing and mobilizing fats is at the core of how humans and all animals regulate their energy. An imbalance in any step can result in disease, including heart disease and diabetes. For instance, having too many triglycerides in our bloodstream raises our risk of clogged arteries, which can lead to heart attack and stroke.

Fats help the body stockpile certain nutrients as well. The so-called "fat-soluble" vitamins--A, D, E and K--are stored in the liver and in fatty tissues.

Using a quantitative and systematic approach to study lipids, researchers have classified lipids into eight main categories. Cholesterol belongs to the "sterol" group, and triglycerides are "glycerolipids." Another category, "phospholipids," includes the hundreds of lipids that constitute the cell membrane and allow cells to send and receive signals.

Breaking It Down

The main type of fat we consume, triglycerides are especially suited for energy storage because they pack more than twice as much energy as carbohydrates or proteins. Once triglycerides have been broken down during digestion, they are shipped out to cells through the bloodstream. Some of the fat gets used for energy right away. The rest is stored inside cells in blobs called lipid droplets.

When we need extra energy--for instance, when we exercise--our bodies use enzymes called lipases to break down the stored triglycerides. The cell's power plants, mitochondria, can then create more of the body's main energy source: adenosine triphosphate, or ATP.

Recent research also has helped explain the workings of a lipid called an omega-3 fatty acid -- the active ingredient in cod liver oil, which has been touted for decades as a treatment for eczema, arthritis and heart disease. Two types of these lipids blocked the activity of a protein called COX, which assists in converting an omega-6 fatty acid into pain-signaling prostaglandin molecules. These molecules are involved in inflammation, which is a common element of many diseases, so omega-3 fatty acids could have tremendous therapeutic potential.

This knowledge is just the tip of the fat-filled iceberg. We've already have learned a lot about lipids, but much more remains to be discovered.

Since I was a little kid, I have learned the most shocking truth yet which is essential in one?s life. This is regarding decisions. There are the bad ones and the good ones and in either case you have to live with them.

Society has a scale which you have to live up to, so every choice has to be calculated or you will lose that precious status. Studying hard, getting good grades, getting into prestigious schools, these are the good decisions from the point of view of society and of families. Your point of view does not really count or matter. So dreaming to become a singer, a dancer or an actor is not up for discussion, or even majoring in philosophy because there is no way you can build a career out of that. Basically, society kills your dreams before they can see the light of the day.

Practically, society has written a guide book on how to succeed in life. The supreme rule you have to be kind so people like you, but not too kind so people won?t fool you. Graduate with honors because any other way won?t make your parents proud and second place is not for winners.

The recipe for success needs the following ingredients: the six digit salary, the big house, the shiny car and most importantly the trophy wife with a combination of good looks and brains, but she cannot be too smart or the man will feel threatened by her. She has to be beautiful and educated so she can speak gracefully in front of people but not too much education because what is she going to do with it in the kitchen as good cooking skills are always favorable and essential. And all of this will grant you society?s approval and admiration.

I always wonder why is that, if a man proposed to a woman then he is a serious, a gentleman and worthy of respect, but if a woman took the initiative, she is desperate, misbehaving and maybe even crazy and unstable.

I asked my father, ?is there anything wrong with a person who decides not to tie the knot?? He answered that either she is not beautiful or has psychological issues and if he is a man, he must not be able to afford to marry. So from my father?s point of view, I am ugly and mentally ill. I cannot imagine myself getting married just because I turned thirty. I would love to think that someday when my time comes, I am going to meet the man I am destined to marry. I also think that a person can only succeed in doing something he is truly passionate about, and the rest does not matter.

The hard task is convincing your family and friends that your decisions are yours and only yours. Even if they do not approve, at least they must be happy if they care for you. Every parent wants what is best for their child. It may seem like an impossible mission to make them satisfied except though you choices, but at the end they will figure out that as long as their child is pleased and content, somehow that is going to be good enough.

A normal person follows society?s instructions, but if you ask me being normal is just boring. So if you do not want to get married, have kids and build the career that people expect, I say: ? It is ok, because at the end of the day looking in the mirror and still being able to recognize yourself is what truly matters. Do not do what everyone else is doing just because it is suitable, safe and predictable. I say go for the unknown, get loose, live a little or a lot, make your own decisions.

Link between inherited endocrine tumor syndrome and much-studied cell pathway

Apr. 24, 2013 ? A mutation in a protein called menin causes a hereditary cancer syndrome called MEN1 (multiple endocrine neoplasia type 1). Individuals with MEN1 are at a substantially increased risk of developing neuroendocrine tumors, including cancer of the pancreatic islet cells that secrete insulin.

Yet knowing these connections and doing something to improve fighting the syndrome are two different things. Researchers still did not exactly understand how menin mutations lead to MEN1 syndrome, and more importantly, what molecular pathways might be dysregulated by menin mutations and thus can be targeted to improve therapy against this type of cancer. Now, researchers at the Perelman School of Medicine at the University of Pennsylvania have found that pathway, which may lead to a new treatment for patients with MEN1 and sporadic endocrine tumors.

A research team led by Xianxin Hua, MD, PhD, associate professor of Cancer Biology at the Abramson Family Cancer Research Institute, report in Cancer Research that menin suppresses signaling in the much-studied Hedgehog pathway in endocrine organs. Menin mutations lead to increased Hedgehog signaling and cell proliferation. They found that inhibiting proteins in the Hedgehog network using drugs reduces growth of tumors in an animal model of human MEN1 syndrome.

Unlike many cancer-associated proteins, menin is neither an enzyme nor a signaling receptor. Instead, the team discovered that menin works by physically interacting with a second protein, PRMT5. The menin-PRMT5 complex binds to the promoter of the Gas1 gene, where PRMT5 (an enzyme that adds methyl groups to histone proteins) functions as an epigenetic inhibitor, tamping down gene transcription. The GAS1 protein promotes Hedgehog signaling, and thus by inhibiting Gas1 expression, menin and PRMT5 effectively dial down the pathway's tendency towards cell proliferation.

"This study uncovered a new layer of regulation of pro-proliferative genes by menin via the Hedgehog signaling pathway," Hua says. "These pro-replication genes are regulated through GAS1 and PRMT5."

Discovering the link between menin and Hedgehog was serendipitous, says Hua. Using microarray analysis, his team found that loss of menin results in increased expression of the Gas1 gene. Separately, other groups reported that GAS1 mediates Hedgehog signaling. That knowledge gave Hua's team the missing piece of information required to identify menin's normal cellular function. "We found menin linked to Hedgehog signaling by suppressing expression of GAS1, leading to the suppression of Hedgehog signaling in endocrine tissue."

Significantly, Hua's team found that menin mutant proteins associated with MEN1 cancer in patients were impaired in their ability to interact with PRMT5, and thus, in adding the methyl chemical group to the Gas1 promoter gene. What's more, treating a mouse model of human MEN1 syndrome with a Hedgehog pathway inhibitor called Erivedge (FDA-approved in 2012 for metastatic or locally advanced basal cell carcinoma) reduced proliferation of tumor cells and blood insulin levels. That, says Hua, suggests a potential new treatment for patients with MEN1 syndrome, and also likely for sporadic endocrine tumors, some 40 percent of which also contain menin mutations

"Because we show in this mouse tumor model that we can significantly suppress proliferation of tumor cells in pancreatic islets and that we can reduce the higher insulin levels with a drug, which was just clinically approved to be safe, that naturally raises the question of whether, in patients who have mutation in this gene or enhanced Hedgehog signaling, this drug can improve patient symptoms to reduce tumor progression or insulinemia," Hua asks.

First author and postdoctoral fellow in the Hua lab Buddha Gurung, PhD, adds "the possibilities of translating these findings into a viable therapeutic option is extremely exciting."
